—  Correspondence of unrecognized unions should not be entertained.

—  Service unions precluded to take up individual cases. It is not applicable in case of violation of rules & instructions.

—  Allegations against officers/officials can be taken up through correspondence or informal discussion.

—  One union letter contains one subject.

—  Union’s references must be acknowledged & replied. If expected delay, interim reply should be furnished.

—  Minutes of union meeting should reflect the correct records of discussion.

—  Special CL up to maximum of 20 days excluding the official meetings which will be treated as duty. Temporary transfer to Head Quarters can be accorded to circle office bearers.

—  If regular officer dealing union is on leave, alternate arrangement should be done to deal union cases.

—  Non office bearers can also attend monthly meeting.

—  Circle Secretary can observe the divisional monthly meetings.

—  Divisional union can pursue reservation roster.

—  Special CL will be permitted for attending Trade Union seminars.

—  Duration of monthly meeting two hours with unlimited subject.

—  Bimonthly meeting – three hours with three unlimited in RJCM.

—  All India level – five hours with unlimited in JCM & three in periodical meeting.

—  Union representatives shall be invited to all formal functions.

—  No objection to meet local officers informally. No formal meetings below divisional level.

—  All Divisional heads should ensure supply of important orders, and instructions to unions.

—  Suggestions of unions to improve efficiency may be discussed at circle and Central levels.

—  Minimum accommodation may be allotted for office purpose to recognized unions.

—  Criticism against individual directly or indirectly in offensive language should not be displayed in union notice board.

RSA Rules 1993

—  Periodicity of reverification increased to 5 years.

—  Recognition is granted only on All India basis, not at circle or divisional levels.

—  No separate orders extending Trade Union facilities required to be issued for each newly opened branch at lower level.

—  No service association on the basis of caste, tribe or religion.

—  Service Associations can enroll new members at any time. But declaration for deduction will be accepted only in April every year.

—  Severe old association will take effect only from 1^st July. However deduction of subscription would stop in April itself.

—  Membership subscription will stop on promotion.

—  If election not held on expiry of grace period of 3 months, trade union facilities will be stopped
