Formation of Expert Committee to Develop frame work for Assured payout under NPS
• On January 13, 2026, the Pension Fund Regulatory and Development Authority (PFRDA) announced the formation of a high-level committee to create a framework for assured payouts under the National Pension System (NPS).
• The committee is tasked with formulating guidelines and regulations for assured pension payouts to enhance retirement income security.
• The 15-member panel is chaired by Dr. M. S. Sahoo (former Chairperson of the IBBI) and includes experts from the legal, actuarial, finance, and insurance sectors.
• This move supports the "Viksit Bharat 2047" vision, aiming for financial independence and dignity for all citizens during retirement.
• The mandate includes creating regulations for assured payouts and exploring schemes previously highlighted in a September 2025 consultation paper.
• The committee will deliberate on novation and settlement concepts to ensure that guarantees are market-based and legally enforceable.
• Key tasks include defining pricing mechanisms, fee structures, withdrawal limits, and lock-in periods.
• The committee aims to ensure a seamless transition for subscribers moving from the accumulation phase to the payout phase.
• Objectives include establishing capital and solvency requirements for risk management and examining tax implications for payouts within the NPS architecture.
• The framework will include standardized disclosure requirements to prevent mis-selling and manage subscriber expectations
