What are the standard guidelines issued for prescribing mandatory IT skills and incorporating uniform educational qualifications or experience during the framing or amendment of Recruitment Rules?

When framing or amending Recruitment Rules, Ministries and Departments are advised to make the possession of IT skills a mandatory requirement at the entry level for all direct recruitments, with the specific level of IT skill tailored to the post's duties and responsibilities. For promotions, it should be stipulated that advancement is subject to employees successfully completing a prescribed training course in IT skills developed in alignment with the functions and level of the higher post. Furthermore, for technical and administrative positions across different Grade Pays, specific baselines are established, such as requiring a Matriculation or ITI qualification with no experience for Grade Pay Rs. 1800, up to a Master's or Bachelor's Degree in Engineering, Technology, or Medicine with up to 18 years of experience for higher scales like Grade Pay Rs. 10000. These guidelines serve as an illustrative guide rather than an exhaustive mandate, and they do not override specific qualifications already fixed by the Department of Expenditure, Model Recruitment Rules, or established statutory bodies like the UGC.
