86. Why are Ministry cadres requested not to send ACR dossiers of Grade I officers of CSS for a 4th upgrade?

Because under Para 8.1 of the MACP Scheme, NFG placement counts as an offset, meaning they are capped at the 3rd financial upgrade of Rs. 6600, rendering further requests invalid.

87. How was the typographical omission in Example 4, Box 4 of Illustration No. 5 of the original Postal MACP OM officially corrected?

The phrase "3rd MACP to the grade pay of Rs. 4200 on completion of 30 years of service" was corrected to read as "3rd MACP to the grade pay of Rs. 4200 on completion of 10 years...".

88. How is the pay structure transition between 01.01.2006 and 01.09.2008 contextualized for the old ACPS application?

The new MACPS came into existence w.e.f. 01.09.2008, but the pay structure changed on 01.01.2006. Therefore, the previous ACPS rules apply in the new pay structure for clearances during that specific window.

89. What is the explicit purpose of Para 6.1 of Annexure-I of the MACP Scheme?

Para 6.1 is designed exclusively for exercising the option to come over to the revised pay structure under CCS (RP) Rules, 2008, and is not a mechanism for granting fresh benefits under MACPS.
