What is the difference between direct recruitment "on the results of an All India Competitive Examination" and "otherwise than by open competition"?
Direct recruitment on the results of an All India Competitive Examination means any selection made by the Union Public Service Commission through a written examination, an interview, or both. It also covers recruitment conducted by other authorities, including the Staff Selection Commission, through written competitive examinations or tests, but it strictly excludes selection based on an interview only. On the other hand, direct recruitment otherwise than by open competition means any recruitment that is not made by the Union Public Service Commission. It also refers to any recruitment that is not made through written competitive tests held by any other appointing authority.
