Minutes between the Department of Posts and the Postal Joint Council of Action (PJCA) held on 1.5.2025
• The Secretary emphasized the expanding role of the Department of Posts and its positive impression. Acknowledged the dedication of India Post staff. Assured that staff welfare remains paramount.
Discussion and Decisions on Agenda Items:
• The Postal Act was passed by Parliament in December 2023 and came into effect on June 18, 2024, repealing the 1898 Act. There is no question of withdrawing it.
• The Jharkhand HC order has been referred to the Department of Legal Affairs for advice. Further action will be taken after receiving the advice.
• For the demand of restoration of OPS, this is a policy matter under the purview of the Ministry of Finance (MoF).
• Restore the merger L2 mail offices and introduce ICH and PH in all L2 mail offices - Department redesigned its network for Registered Letters for efficiency. Delivery time has reduced post-mergers, and there's no manpower curtailment. Associations may report specific back-routing issues.
• DDG (MO) plans a meeting in the second fortnight of May 2025 to brief staff on mail and parcel optimization.
• Secretary (P) asked for a list of 23 merged L2 offices with justification for non-merger; MO Division to review and decide.
• RMS sections are examined based on operational and financial aspects. Mail transport is an operational decision; sending all mail by RMS transit sections is not feasible. Associations advised to provide specific details of adverse effects of the new policy.
• Withdraw the order of IDC. - Policy for delivery centers issued to improve service and enable better monitoring and flexible delivery (Sunday/holiday/morning/evening). Issue of merger of 14 delivery centers into 1 IDC in Mumbai West Division will be examined on priority by MO Division.
• Mechanized delivery policy enhances staff/customer experience. Foot beats will continue in congested/hilly areas. Department is considering providing leased electric two-wheelers for staff commuting from far areas.
• Franchisee scheme is in force since 2007 and revised periodically for customer convenience and market needs.
• Stop transfer of ATM cards to IPPB Ltd. - Statement is factually incorrect; ATM cards are used only in Postal Savings Bank.
• Proposal for GDS review during 7th CPC was not agreed by MoF. A fresh reference has been sent to MoF for considering GDS during the 8th CPC.
• GDS are not entitled to pension per GDS Rules, 2020. They are covered under Service Discharge Benefit Scheme (SDBS). Matter of pension parity is pending before Hon'ble Delhi High Court.
• Inclusion of GDS under CGHS was not agreed to by MoHFW due to operational grounds and resource commitment.
• Group Insurance for GDS has been referred to the Ministry of Finance.
• As of now, there is no such proposal for decentralization. A committee has been constituted (OM dated 14.10.2024) for cadre review of Group C and Group B (NG) staff of PAOs, covering points raised by PJCA. Report awaited.
• No SCF Quota provision in existing RR-2018 of AAO. Two high-level committees recommended no amendments. May be examined during next Cadre Review. Matter already forwarded to Member (F), DCC (cadre controlling authority) for action.
• Filling of vacancies is an ongoing process. Two years relaxation granted for HSG-II and HSG-I promotions for vacancy years 2022 and 2023. Fresh proposal for another two years relaxation for 2025 and 2026 is under consideration.
SSC declared results for 4159 PAs/SAs and 66 IPs for vacancy year 2024.
• For Civil Wing staff separate RRs, CRC has banned fresh recruitment until cadre review by DoP in consultation with DoP&T is carried out and cleared.
• Proposal for RMS and CO/RO Cadre Restructuring referred to Department of Expenditure (DoE) on 07.11.2024. DoE returned file with observations; will be re-referred with inputs. MMS Group 'A' proposal sent to DoP&T, returned with observations, and resent on 17.04.2025.
• Guidelines for inter-circle transfer of PA (SBCO) officials issued (12.03.2025). Vacancies will not be merged with PA(PO) directly; circles will consider transfer requests against vacant posts.
• The meeting ended with a request to all Associations to refrain from any strike/agitation/dharna for the overall development of the Department.
