According to the Department of Posts notification dated 16.01.2023, what are the newly substituted provisions under Note 3 regarding the consideration of senior officials for promotion when their juniors have completed the required qualifying or eligibility service?

When junior officials who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered for such promotion, provided they fulfill either of the following conditions:

• Both the senior and junior officials were recruited through the exact same mode of recruitment and were holding the same feeder cadre prior to their regular appointment to the present post.

• The senior officials are not short of the required qualifying or eligibility service by more than half of such qualifying/eligibility service or two years (whichever is less), and they have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed the requisite service.
