Under what specific administrative circumstances were the examination concessions for Army Postal Service (APS) candidates reviewed and restored in 2015, and what are the detailed placement rules on the approved list for candidates with varying lengths of service as a Junior Commissioned Officer (JCO)?
The review, restoration, and structural placement mechanics for APS candidates appearing in the Inspector Posts Limited Departmental Competitive Examination (LDCE) are governed by the following provisions:
1. Context of the 2015 Review
Certain concessions previously granted to APS officials for taking the Inspector Posts LDCE were withdrawn via a Directorate letter dated 05.09.2013 (except for the concession of two additional chances).
The withdrawal was found to be adversely affecting the morale of personnel serving in the APS and causing a severe manpower crunch within the organization. Following a comprehensive review, the Department restored the benefits to maintain operational efficiency.
2. "Qualified Status" Benchmark
APS candidates are granted "Qualified Status" if they secure aggregate marks not less than 90% of the total marks secured by the last candidate "selected on merit" in their respective parent Circle.
3. Service-Based Placement Rules on the Approved List
Once qualified, an official's placement on the final approved list depends strictly on their length of service as a JCO on the date of the examination:
Candidates who have already completed 3 years of service as a JCO on the date of the exam are placed on the approved list below all regular candidates (including SC/ST candidates) from that specific examination. Their inter-se seniority on this list is determined by their order of merit in the exam.
Candidates with less than 3 years of service as a JCO on the exam date will be held back and brought onto the approved list below all candidates declared successful in the last examination held before the date on which they complete their 3-year JCO service. Their inter-se seniority is determined strictly by the specific dates on which they complete their 3 years of JCO service.
4. Critical Disqualification Clause
Any qualified APS candidate who leaves the Army Postal Service before completing three years of regular service as a JCO loses all eligibility and will not be placed on the approved list under any circumstances.
