Key Requests of the Proposal
The proposal outlines a plan to address stagnation and improve career progression for Postman and MTS employees by implementing new hierarchical structures, a modified promotion system, and enhanced financial benefits. 
It references existing documents and reports, including the MMS Cadre Review Committee Report (2012) and the DOPT's Consolidated Guidelines on Cadre Review (2022).
1. Four-Tier Hierarchy for MTS Cadre The proposal calls for a new four-tier hierarchy for Multi-Tasking Staff (MTS). Promotions would be based on seniority with specified residency periods.
Tiers and Pay Levels:
o MTS (Entry): Grade Pay (GP) 1900 / Pay Level 1.
o MTS Grade-IV: GP 2000 / Pay Level 2.
o MTS Grade-III: GP 2400 / Pay Level 3.
o MTS Grade-II: GP 2800 / Pay Level 4.
o MTS Grade-I: GP 4200 / Pay Level 5.
Residency Periods for Promotion:
o MTS to MTS Grade-IV: 5 years.
o Grade-IV to Grade-III: 6 years.
o Grade-III to Grade-II: 5 years.
o Grade-II to Grade-I: 2 years.
2. Five-Tier Hierarchy for Postman Cadre A new five-tier hierarchy is proposed for the Postman cadre, with promotions also based on seniority and specific residency periods.
Tiers and Pay Levels:
o Postman (Entry): GP 2400 / Pay Level 4.
o Senior Postman: GP 2800 / Pay Level 5.
o Head Postman: GP 4200 / Pay Level 6.
o Cash Overseer: GP 4600 / Pay Level 7.
o Mail Overseer: GP 4800 / Pay Level 8.
Residency Periods for Promotion:
o Postman to Senior Postman: 5 years.
o Senior Postman to Head Postman: 6 years.
o Head Postman to Cash Overseer: 5 years.
o Cash Overseer to Mail Overseer: 2 years.
3. Modified Assured Career Progression (MACP) The proposal demands a modification to the existing MACP scheme, increasing the number of financial up-gradations from three to five. This is intended to provide financial incentives for long-serving employees and address stagnation.
Up-gradation Timelines:
o 1st up-gradation: 7 years of service.
o 2nd up-gradation: 15 years of service.
o 3rd up-gradation: 22 years of service.
o 4th up-gradation: 30 years of service.
o 5th up-gradation: 35 years of service.
4. Additional Demands The union also suggests other changes to improve employee welfare and the overall structure. These include:
Increase Supervisory Posts: A 20-30% increase in top-tier supervisory roles, such as MTS Grade-I and Mail Overseer.
Welfare Enhancements: Providing a monthly risk allowance of Rs. 5,000 and a health coverage of Rs. 10 lakh
.
Vehicle Allowance: A monthly vehicle allowance of Rs. 2,000.
The proposal's rationale is that these changes will boost employee morale, enhance efficiency, and help the Department of Posts meet contemporary challenges. The union requests that the Cadre Restructuring Committee review the detailed proposal and consider including its merits in the ongoing review process
