Meeting with the Secretary, Department of Pension & Pensioners' Welfare on August 5, 2025
The meeting was held at the Office of the Secretary, DoP&PW, with a GENC delegation.
Discussion points and outcomes:
• Recovery of Employee Contribution under Unified Pension Scheme (UPS): It was pointed out that the 10% employee contribution is not returned upon retirement. The Secretary clarified that as a defined contributory and guaranteed pension system, refund of contributions is not permissible.
• Discrepancy in Qualifying Service for Full Pension: It was raised concerns that the UPS requires a minimum of 25 years of service for a full pension, which adversely affects employees with shorter tenures. The Secretary acknowledged the concern and stated that the department would re-examine the provisions.
• Denial of Pension Benefits on Voluntary Retirement under UPS: It was noted that pension is only payable at age 60, even for those who take voluntary retirement. The Secretary expressed a sympathetic view and assured that the department would consider the matter and issue a suitable clarification.
• Final Option to Choose between NPS and UPS at Retirement: It was advocated for an informed choice between the two schemes at the time of retirement. The Secretary acknowledged the merit and stated that the department may consider allowing a final option one year before superannuation.
• One-Time Opportunity for OPS Option to Left-Out Employees: It was urged for another opportunity for eligible employees who couldn't opt for OPS due to procedural reasons. The Secretary assured that such proposals from concerned Ministries/Departments would be considered sympathetically.
The Secretary assured that decisions would be aimed for within a fortnight. The meeting concluded on a cordial and constructive note.
