Improvement of account opening performance in GDS Branch Post Offices (BOs).
• The primary goal is to improve the opening of National Savings Scheme accounts (such as PPF, MIS, SCSS, NSC, and KVP) at Branch Post Offices. These schemes were previously extended to BOs via orders issued in July and September 2020.
• The Department noted that the number of accounts opened in BOs since the implementation has not been encouraging. There is a recognized need to take further steps to motivate GDS Branch Postmasters (BPMs) to increase these numbers.
• To boost performance, the Department suggests encouraging GDS BPMs to apply for SAS (Standardized Agency System) agency.
• Under Rule 16 of the Standardized Agency System (1959), GDS BPMs are eligible to become authorized agents.
• Postal Circles are advised to coordinate with State Governments to facilitate the issuance of these agencies to BPMs.
• The document clarifies who can be an agent, specifically mentioning:
• Adult individuals, E.D.B.P.Ms (Extra-Departmental Branch Postmasters), and various registered societies/banks.
• Selected individuals must be "persons of substance," have wide contacts, be sufficiently educated, and possess high integrity.
• BPMs will be appointed as agents by State Government Authorities.
• They are entitled to claim commission for the accounts they open, similar to other authorized agents, by submitting the required account opening forms and KYC documents.
