1. If one family member was rejected due to low merit points, can the widow apply later? 

Yes. Order No. 17-1/2022-SPG-II dated 27.09.2022 references DOP&T OM No. 14014/02/2012-Estt (D) dated 16.01.2013, stating that the circumstances leading to an appointment only "cease to exist" once an actual appointment is made. Since no appointment occurred for the first member, other dependents can be considered. However, a fresh application is required, and the "Age of case" points will be calculated from the new application date. 

2. Can the family change the name of the dependent seeking the appointment after the initial application is processed?
Yes, per Order No. 17-1/2022-SPG-II dated 27.09.2022 and DOP&T OM dated 16.01.2013, there is no restriction on changing the name of the dependent member. The previous application must be withdrawn, and a fresh application must be submitted. Consequently, the Relative Merit Points (RMP) for the "Age of case" will be reset based on the date of the new submission.
