Under what specific conditions can a married daughter be considered for appointment on compassionate grounds?

A married daughter is eligible to be considered for a compassionate appointment provided she meets the following strict criteria: 
She must have been wholly dependent on the Government servant at the time of their death in harness or at the time of their retirement on medical grounds. 
She must undertake the responsibility to support other dependent members of the family of the deceased or medically retired Government servant. 
The Committee constituted for compassionate appointments must perform a relative assessment of the applicant. This includes evaluating the financial condition and "penury" of the dependent family members to ensure the appointment relieves them from financial destitution. 
She must otherwise be eligible for the appointment in terms of the consolidated guidelines issued by the Department of Personnel & Training (DoPT).
