What are the specific legal status, pay conditions, and educational requirements for a candidate appointed under the "Trainee" provision?
When a dependent is otherwise suitable but lacks the minimum educational qualifications required for a post, they may be appointed as a "Trainee" under the provisions of DoP&T O.M. No. 14014/02/2012-Estt.(D) dated 30.05.2013 (referencing O.M.s dated 11.02.2009 and 03.04.2012). From the date of their initial appointment, the individual enjoys the status of a Government servant and is entitled to all standard allowances and benefits, typically in the pre-revised pay scale of ₹4440-7440 without grade pay. The "Trainee" is given a maximum period of 5 years to acquire the necessary educational qualifications. Notably, their official probation period does not begin upon joining; instead, it commences only from the date they successfully acquire the minimum educational qualifications required for the post. While they are eligible for leave, LTC (after one year), and medical benefits, they are specifically not entitled to Overtime Allowance (OTA) during their period as a Trainee.
