Under what conditions can officers on transfer occupy Inspection Quarters, and how does this affect their House Rent Allowance (HRA)?
The Department of Posts (Estates Division) has reiterated several key rules regarding the occupation of these facilities:
• No House Rent Allowance (HRA) is permissible to officers or officials on transfer during their stay in Inspection Quarters or Rooms.
• Counting the Stay Period:
o For officers/officials on transfer, the period is counted from the date of joining duty at the new station.
o For others, the period is counted from the date of their first arrival at the station.
• Long-term stay in Inspection Quarters may be permitted only if at least 2 suites remain available for the use of touring officers (excluding the suite occupied by the officer staying on a long-term basis).
• The Directorate noted that some officers were occupying these rooms for long periods without the required deduction of HRA. Consequently, Circle Heads are requested to ensure these guidelines, as per Postal Manual Volume II, Appendix No. 11, are followed scrupulously.
