71. When can a Government servant commute Half Pay Leave (HPL) into Commuted Leave (CL)?

 HPL can be commuted into Commuted Leave (CL) only when a Government servant applies for leave on medical certificate up to a maximum of 180 days during the entire service. (Rule 30 of CCS (Leave) Rules)

72. What is the maximum period for which Commuted Leave is admissible during the entire service? 
The maximum period for which Commuted Leave is admissible is 180 days during the entire service period, provided it is supported by a medical certificate. (Rule 30 of CCS (Leave) Rules)

73. Whether the leave period of two years for adoption of children will be counted as duty for increment? 

Yes. The period of Child Adoption Leave is to be treated as duty for the purpose of granting increments. (Rule 43-B of CCS (Leave) Rules)

74. Whether an official is eligible to draw half-day Earned Leave (EL) when he attended for the first half of the day? 

No. Half day EL is not admissible. Only Casual Leave may be granted for half a day. (Rule 11 of CCS (Leave) Rules)

75. Whether a Government servant is eligible to encash Earned Leave when he is placed under suspension? 
The facility of encashment of EL is not admissible to a Government servant who is under suspension. (Rule 38A of CCS (Leave) Rules)
