6. Whether Dies non, Extraordinary Leave (EXOL) without Medical Certificate (MC) etc. will cause the postponement of increment which was in existence earlier? 

The annual increment date is now either 1st January or 1st July every year. There is no effect on the grant of annual increment for periods of Dies non, EXOL without MC etc. up to six months in one year (Jan-June or July-June next year). (DOPT OM No. 16/8/2002-Estt (Pay I) dated 25.02.2003)

7. How option can be made for pay fixation on the date of promotion which will be advantageous? 
If promotion is between 2nd July and 31st December, the next increment will be from 1st July of the same year. If promotion is between 1st January and 30th June and direct fixation is opted for, the increment is drawn only in the next year. (DOPT OM No. 13/2/2008-Estt (Pay I) dated 10.09.2008)

8. Whether the provision of option under FR 22 (I) (a) (1) is admissible in respect of ad hoc promotion? 
Option is not admissible for ad hoc promotions. However, if such ad hoc promotion is followed by a regular appointment to the higher post without any break, option may be allowed as from the date of initial appointment. (DOPT OM No. 13/2/2008-Estt (Pay I) dated 10.09.2008)

9. Whether the special allowance will be taken for pay fixation on promotion? 

No. After the special pay was changed to Special Allowance, there is no provision to treat it as special pay for the fixation of pay on promotion. (MoF OM No. F. 4(1)-E.III (A)/76 dated 01.12.1976)

10. Whether the training period prior to appointment shall be taken for the purpose of drawing increments? 
Yes. The training period for direct recruits, whether on remuneration, stipend or otherwise, may be treated as duty for the purpose of drawing increment, effective from 1.10.1990. (DOPT OM No. 16/8/2002-Estt (Pay I) dated 25.02.2003)
