Proposed Cadre Structure, Selection, and Duties for Marketing Executives

The Department of Posts (DoP) is proposing a new Marketing Executive (ME) cadre to better compete in a liberalized and digitized market. Currently, marketing work is handled by officials from the PA/LSG cadre.
Proposed Cadre Structure:
o Assistant Marketing Executive (AME): 1,000 posts at Level-5, equivalent to LSG.
o Marketing Executive (ME): 250 posts at Level-6, equivalent to HSG-II.
o Senior Marketing Executive (SME): 100 posts at Level-7, equivalent to HSG-I.
o These positions would be created by reallocating posts from the existing Postal Operative Line (Postal Assistant cadre).
Selection and Promotion Criteria:
o Initial Filling: Posts will be initially filled through a Limited Departmental Competitive Examination (LDCE) from equivalent grades (LSG/HSG-II/HSG-I) for graduate employees.
o AME: Postal Assistants with a graduate degree and three years of experience in the PA Grade are eligible for the LDCE.
o ME: AMEs with six years of experience in the grade are eligible for promotion.
o SME: MEs with five years of experience in the grade are eligible for promotion.
o Subsequent Filling: AME vacancies will be filled from eligible PAs via LDCE, while ME and SME vacancies will be filled through Departmental Promotion Committees (DPCs).
Duties and Responsibilities:
o Identify potential retail and bulk customers for DoP's various products and services.
o Plan, organize, and direct advertising and promotional events.
o Collaborate with government administration at various levels for scheme implementation.
o Create and manage social media campaigns and strategies to improve the DoP's online presence.
o Assist with on-the-ground social media campaigns by identifying local events and demographic factors.
o Prepare analytical data, including customer feedback and marketing reports.
Desirable Qualifications:
o Knowledge of tools like Google Analytics, ChatGPT, and other AI tools.
o Proficiency in MS Office applications (Excel, PowerPoint) and marketing platforms.
o Strong verbal and written communication skills in English and a local/regional language.
