Unified Pension Scheme (UPS) - Key Clarifications and Policy Enhancements
• The recent developments are aimed at strengthening and streamlining the UPS framework, following the Notification dated September 2, 2025, on the Central Civil Services (Implementation of UPS under NPS) Rules, 2025. These enhancements include:
• A one-time, one-way switch facility for existing UPS subscribers to opt back to the National Pension System (NPS).
• Death/Disability/Invalidation: An option for benefits under either the Central Civil Services (Pension) Rules or the PFRDA (Operationalization of UPS under NPS) Regulations, 2025, in the event of death, disability, or invalidation of a government servant during service.
• Gratuity: Confirmation of the benefits of Retirement Gratuity and Death Gratuity under UPS.
• Notified tax benefits to UPS subscribers under the Income Tax Act, 2025, including the exemption of lump sum benefits received at superannuation.
• Grant of benefits under UPS even in cases where departmental or judicial proceedings are pending on the date of retirement.
• Provision for voluntary retirement after 20 years of qualifying service, with pro-rata assured payout under UPS.
• Benefits payable upon absorption in an autonomous body/PSU.
• A one-time option to migrate to UPS until September 30, 2025, for Central Government employees who joined service between April 1, 2025, and August 31, 2025, and initially opted for the NPS.
