854. Still, there may be situations e.g., where the proof of the charge depends upon the handwriting, or the authenticity of the document is itself is disputed, where the supply of photostat copies is vitally relevant to the defence. In such cases, the Government have decided that copies should be supplied by the department itself rather than allowing the charged officer to have them made by private arrangement because thereby a third party would have access to them, which is not desirable

Illegible copies. 
855. Supply of illegible copies of documents amounts to denial of reasonable opportunity 
(see Bhupinder Singh v. Union of India, (1987)2 SCC 234]

No restriction on taking extracts or making out copies, verbatim
856. Where copies are not supplied, the charged employee is free to take notes or to make out a verbatim copy of the entire document. He may take such notes either in ink or in pencil, as he likes (Union of India v. Indernath, SLR (1978)1 Delhi 1].

Defence Assistance is admissible for Inspection of Documents

857. The charged officer may be assisted by his defence assistant at the time of inspection of documents.

Inspection of Confidential Documents

858. While access to confidential reports or documents may be refused, a gist of the relevant portion be supplied to the charged employee [Punit Lal v. State, AIR 1957 Patna 357)
