What are the guidelines for the initial grant of HRA?
As per DG (P) No. 4-11/2010-PAP dated 19 Feb 2021 the initial order for granting HRA to staff in offices located within 8 km of a qualified city’s municipal limit continues to be issued by the Ministry of Finance. Circle offices must examine these cases at the time an office opens and submit proposals within three months if the location qualifies for a higher HRA. Every proposal must include a prescribed checklist, the concurrence of the CIFA, and the original dependency certificate issued by the jurisdictional Collector or Deputy Commissioner.
Extensions for the continued grant of HRA for subsequent three-year periods are issued by the Directorate in consultation with the Financial Adviser. While a checklist and the original dependency certificate from the Collector or Deputy Commissioner are still mandatory, there is no longer a requirement to submit income and cost statements for the concerned offices. These extension proposals must be submitted at least three months before the current HRA period expires.
The Directorate has expressed serious concern over "abnormal delays" in receiving proposals from Circle offices and has mandated the establishment of a monitoring mechanism at the Divisional, Regional, and Circle levels. To rectify existing backlogs, Circles were instructed to launch a special drive in April 2021 to review and process all pending cases. Notably, the Directorate stated it will not process proposals that are received after the prescribed deadlines.
If a Gram Panchayat area is officially included within the limits of a Municipality, Corporation, or Urban Agglomeration (UA), there is no need to apply for further extensions of "continued HRA". In such instances, the applicable HRA rate of the qualified city should be paid automatically from the date the area was included within the city limits.
