Rules, Rights & Rites -20 Applicability of 4% reservation under the Rights of Persons with Disabilities

Applicability of 4% reservation under the Rights of Persons with Disabilities (RPwD) Act, 2016 for allotment of General Pool Residential Accommodation (GPRA) to persons with disability (PwD).
• Forwards a copy of O.M. No. 12035/9/2025/Pol.II dated October 13, 2025, received from the Directorate of Estates, Ministry of Housing and Urban Affairs, for information and necessary action.
• Applicability of 4% reservation under the RPwD Act, 2016 for allotment of GPRA to PwD.
• Refers to the Directorate of Estates' O.M. of the same number dated May 22, 2025, which issued initial guidelines for GPRA allotment to PwD.
• The matter was reviewed, and it was decided with the approval of the competent authority that the 4% of the vacancies shall be calculated on a yearly basis for each type of accommodation.
• The existing guidelines (dated 22.05.2025) are modified as follows:
• Eligible Central Government servants with benchmark disabilities, as defined in Section 34 of the RPwD Act 2016, will be given priority for GPRA allotment.
• This priority shall be for up to 4% of the vacancies available in a year in each type (up to Type V only, including Hostel) in the General Pool.
• All other terms and conditions laid down in the Directorate of Estates' O.M. dated May 22, 2025, remain unchanged.
