What are the revised damage rates for unauthorized occupation of Type I to IV General Pool Residential Accommodation (GPRA) in Delhi and other "Category A" cities effective from July 1, 2016, and how do these rates increase over time?

According to the Ministry of Urban Development, Directorate of Estates Office Memorandum No. 18011/1/2015-Pol.III dated 22nd July, 2016, the damage rate for the first month of unauthorized occupation for Type I to IV accommodation in Delhi and other stations is fixed at 40 times the normal rate of licence fee. Furthermore, the order introduces a telescopic method of charging damages to deter long-term unauthorized occupation: the rates for the second month will be 10% higher than the first month, the third month will be 20% higher, the fourth month 30% higher, and so on, with the increase continuing by 10% each subsequent month. For instances of subletting, the damages are set at a fixed rate of 50 times the normal licence fee for the first month, followed by the same telescopic increases for each following month of unauthorized stay.
