The letter, with the number No. 13-1/2010-PE-II dated October 25, 2011 of Chief PMG AP Circle, provides instructions for the utilization of Postmen and Multi Tasking Staff (MTS) in the vacancies of Postal Assistants (PAs).

The order outlines the following:

Utilization of Postmen: As a "one-time relaxation", Postmen who are eligible to appear in the examination for promotion to the PA cadre should be utilized against vacant PA posts in Head Post Offices (HOs), Sub Post Offices (SOs), and Postmen Delivery Departments. This is to address the issue of delays in mail delivery and counter services.

Utilization of MTS: If there are no eligible Postmen available in the office, eligible MTS officials who have applied for the PA Limited Departmental Competitive Examination (LDCE) and are waiting for the examination to be conducted can be utilized against the vacant PA posts.

Work and Payment: The utilized officials are to perform the duties of a Postal Assistant, and their pay will be regulated as per existing rules for a "local arrangement".

Conditions: The order emphasizes that this arrangement is to be viewed as a temporary measure and will not grant any preferential claim for the officials for their promotion to the PA cadre. This arrangement must be discontinued immediately upon the availability of regular PAs.
