63. What clarification was provided regarding the eligibility criteria for Inspectors of Posts (IPs) and Assistant Superintendents of Post Offices (ASPOs) for the PS Group 'B' Limited Departmental Competitive Examination (LDCE)?
The order, dated November 18, 2020, with the number No. 9-36/2019-SPG-II, provided a clarification on the eligibility criteria for IPs and ASPOs to appear in the PS Group 'B' LDCE for the vacancies of the years 2017-18, 2018, 2019, and 2020.

The clarification was in response to queries from some Circles about whether IPs who were short of the required eligibility service could appear in the exam. The situation in question involved a junior IP who had transferred to a Circle under Rule-38 and had completed the eligibility service, even though they were senior to the local IPs in the All India Seniority List.

The order clarified that for LDCEs in 2018 and 2019, the seniority at the Circle level should be considered. It further clarified that in cases where an old and a new unit are part of a wider unit for promotions, a transferee under Rule-38 will retain their original seniority in the wider unit's gradation list.

The order also referenced a previous memo from December 26, 2019, which stated that if a junior IP is eligible, their senior should also be allowed to appear in the exam, provided they are not short of the required service by more than half of the qualifying service or two years, whichever is less, and have completed their probation period
