71. Rules Digest - Calculation of Stay at Tenure Stations
• Previous Rule (March 1, 1975): All periods of earned leave (excluding casual leave) were to be excluded when calculating the period of stay at a tenure station.
• Revised Rule (February 7, 1980): The previous rule has been reconsidered and amended.
• Inclusion of Earned Leave:
o For stations with a one-year prescribed tenure, up to 30 days of earned leave will now be included in the period of stay.
o For stations with a two-year prescribed tenure, up to 60 days of earned leave will now be included in the period of stay.
• Condition for Inclusion: This inclusion applies only if the employee actually avails the leave during their stay at the tenure station.
• Minimum Stay Requirement: The total period of duty plus the allowed earned leave (30 or 60 days, as applicable) must not be less than the prescribed tenure for that station.
• Applicability: These instructions apply to all tenure stations, regardless of whether they were specifically mentioned in previous communications.

Period of stay at tenure station - calculation of
I am directed to invite a reference to this office letter No. 69/5/75-SPB.I dated 01-03-75 wherein it has been prescribed that while calculating the period of stay at a tenure station all periods of earned leave (excluding Casual leave) will be excluded. The matter has been re-considered and it has been decided that the period of earned leave up to 30 days at a station where the prescribed tenure is one year and 60 days at stations with tenure of two years should be included in the period of stay if an employee actually avails the leave during his stay at the tenure station. In other words, the period of duty plus 30 or 60 days actual leave as the case may be should not be less than the prescribed tenure.
2. These instructions are applicable to all tenure stations (even though all are not mentioned in the letter referred to above.)
