232. Daily Rules Recap - Fixed Medical Allowance to Pensioners – Enhancement as agreed earlier rejected
• FMA is eligible only for the pensioners under Old pension scheme and only invalidated/ disability NPS pensioners were granted since they covered under OPS.
• Now FMA is extended to NPS pensioners also with effect from 6.12.2023 with the following conditions.
• Minimum 10 years of qualifying service is required for membership in CGHS after retirement.
• No minimum qualifying service in case of death/disability.
• Payment of FMA is automatic and no bill is required to be submitted and it will be credited in the bank account.
• Payment will be made on quarterly basis. December to February – 1st week of March; March to May – 1st week of June; June to August – 1st week of September; September to November – 1st week of December.
• At present the FMA is Rs.1000 per month. There is a demand to enhance the same to Rs.3000 by Staff side and the Govt agreed to consider up to Rs.2000 earlier.
• The Standing Committee meeting held with the Staff Side on 22.9.2022
• Thereafter it was informed that the Increase the FMA to Rs.2000 – under consideration.
• Recently, SCOVA meeting was held to discuss about the pensioners issues on 22.2.2024.
• In the minutes dated 3.4.2024, it was replied that existing rates are based on the 7th CPC and were effective from 1.7.2017.
• Hence no further revision, at this stage seems justified.
• The demand of Rs.3000 was now rejected to the pensioners.
• It is sorry state of affairs that no organisation is serious over the issues of the pensioners despite the fact that the meagre of Rs.1000 will not be enough for normal medicines and if becoming a diabetic a minimum of Rs.3000 per month is a must.
