 55. Rules Digest  - DG (P&T) Order No. 69/29/62-SPB-I dated 25.05.1963 Regarding Posting to Home Areas

Existing Prohibition for Specific Roles:

o Superintendents, Inspectors of Post Offices/Railway Mail Service, and Selection Grade officials are generally not to be posted to their home areas according to standing orders.

Strict Adherence for Superintendents and Inspectors:

o These orders must be meticulously followed for Superintendents and Inspectors, with exceptions only when impossible due to the Circle's size or lack of available posts.

Discretion for Selection Grade Officials:

o For Higher Selection Grade (HSG) and Lower Selection Grade (LSG) officials, the spirit of these orders should be followed to the extent possible, at the discretion of the Heads of Circles.

Reaffirmation of Policy After Review:

o After reviewing several representations, the decision is to continue meticulously observing the existing orders for Gazetted Officers, Assistant Superintendents, and Inspectors of Post Offices.

Continued Discretion for Certain Postmasters/Clerks:

o Postmasters in HSG, Sub-Postmasters in LSG, Record Clerks, and Sub-Record Clerks will continue to be subject to existing orders at the discretion of the Heads of Circles.

Modification for Non-Gazetted Deputy/Assistant Postmasters and Head Sorters:

o In a modification to existing orders, Non-Gazetted Deputy and Assistant Postmasters, as well as Head Sorters, may be permitted to remain in their parent units upon promotion if their retention in the same office is not administratively objectionable.

Posting of gazetted staff and non-gazetted staff to their home areas

According to standing orders, Superintendents, Inspectors of Post Offices/Railway Mail Service and Selection Grade officials are not to be posted to their Home Areas. As stated in this office letter No. SPB - 69-70/53, dated 26.09.55, these orders are to meticulously follow in respect of Superintendents and Inspectors except in cases, where it is not possible to implement them due to the size of the Circle or non-availability of posts. So far as the postings of Higher Selection Grade and Lower Selection Grade officials are concerned, the spirit of these orders is to be followed to the extent possible at the discretion of the Heads of the Circles.

In view of several representations received on the question as to whether these orders should continue to be followed has been under consideration for some time. It has now been decided that so far as Gazetted officers. Asstt. Superintendents and Inspector of Post Offices are concerned, the present orders should be meticulously observed. Postmasters in the HSG and Sub-Postmaster in LSG, Record and Sub Record clerks may also continue to be subject to the existing orders at the discretion of the Heads of the Circles. In the case of Non Gazetted Deputy and Assistant Post masters as also Head sorters, however, it has been decided in modification of the existing orders that they may be permitted to continue in their parent units on promotion, if their retention in the same office is not considered objectionable on administrative grounds.
