 180. Daily Rules Recap - Eligibility to Re-appear in LDCE After Refusing Promotion

An official who appeared for and was offered promotion through an LDCE (Limited Departmental Competitive Examination) but subsequently refused the offer wishes to appear for the LDCE again in the following vacancy year. The question arises: what is the procedure in such cases?

As per the Department of Personnel & Training (DOPT) Office Memorandum dated October 1, 1981, an official who has refused a promotion shall not be issued a fresh promotion offer for a period of one year from the date of such refusal.

However, such an official shall be permitted to appear in the LDCE for the next vacancy year.

Should this official qualify and be placed on the merit list for promotion, the actual offer of promotion shall not be issued until the completion of the one-year debarment period.

Furthermore, in the promotion results itself, the specific date from which such an official will become eligible for promotion should be clearly mentioned.
