What are the recent instructions on GDS substitutes arrangement?

Prior OMs dated 11.2.2022 and 21.3.2022 were misinterpreted, leading to the denial of substitutes for short-term vacancies (less than 45 days). The 14.3.2023 clarification states:
• There is no ban on providing substitutes for either short-term or long-term vacancies.
• The 11.2.2022 orders regarding the combination of duties apply only within the same office, eliminating concerns about distances between different Branch Offices (BOs).
• Workload considerations for combining duties are also relevant only within the same office.
• GDS leave should not be denied solely because substitute arrangements are deemed unjustified.
• When combining duties within the same office is not feasible, substitute arrangements can be considered.
In essence, the clarification emphasizes that substitute arrangements are permissible and should not be denied based on misinterpretations of previous orders.
