Respected Sir,
I respectfully draw your kind attention to the above-mentioned references concerning the grant of notional increments for retired employees.
As per the clear directives outlined in DOPT OM No. 19/116/2024-Pers.Pol.(Pay) (Pt) dated 14.10.2024 cited above in reference 1, employees who retired on either 30th June or 31st December, having completed 12 months of service from their last drawn increment, are entitled to a notional increment effective from 1.5.2023. This directive explicitly includes officials who retired prior to this date of the implementation of the said order.
Initially, the Department of Posts, in its order dated 18.10.2024 cited under reference 2, erroneously restricted the applicability of these orders to employees retiring on or after 1.5.2023. However, this discrepancy was rectified by the Department of Posts in their subsequent order dated 11.11.2024 cited in reference 3. This clarification explicitly states that the enhanced pension, incorporating the notional increment, is applicable to pensioners who retired before 1.5.2023.
Given the unambiguous directives in References 1 and 3, it is evident that my pension should have been revised accordingly, and arrears from 1.5.2023 are due to me.
*** I retired from service on [Date of Retirement] as [Designation] and my last increment was drawn on [Date of Last Increment]. Having completed 12 months of satisfactory service, I am entitled to the revision of my pension, as per the revised pay rules of 2016, with effect from 1.5.2023.
Therefore, I respectfully request you to:
• Refix my pension, taking into account the notional increment on the date following my superannuation.
• Release the due arrears from 1.5.2023 onwards.
