86. Seniority of Candidates Appointed Against Carry Forward Vacancies:
A candidate appointed against a "carry forward" vacancy from a previous recruitment year does not receive seniority based on the year the vacancy originally arose. This means that even though the vacancy may have existed for some time, the individual's seniority is determined by the rules governing their actual appointment date, not the historical vacancy date.
The crucial point is that the seniority of both direct recruits and promotees is delinked from both the specific vacancy itself and the year in which that vacancy occurred. This separation is a deliberate policy to ensure fairness and consistency in seniority rankings. It prevents situations where individuals appointed later could gain undue seniority advantage simply because the vacancy they filled was older. The appointment rules and the date of appointment are the determining factors for seniority.
