Letters, Aerogrammes and Postcards are forwarded to the office of exchange in a separate bundle with remark on check slip 'Postage Due'. All other items are returned to the sender or to RLO if sender’s address is not available.

Unpaid airmail:
a) With sender's address:-
∙ If such mail is found in Mumbai, Calcutta, Delhi and Chennai, it is to be forwarded to O/o in charge with remark on the check slip.
∙ If posted in other cities, it is returned in service covers to the sender with remark ‘Unpaid/underpaid – returned for making up the deficiency.' On reposting by sender after affixing the shortfall of stamps, the article is taken up for consigning
b) Without Sender's address;
∙ Such unpaid and short paid letters, aerogrammes and post cards with the senders address on them are forwarded to O/o exchange with remark without noting the deficiency of postage.
∙ In case of other articles, if paid with at least surface postage, they are sent to the office of exchange, with a check slip bearing the superscription ‘unpaid foreign airmail articles’.
Recall of articles
The sender of a postal article, posted in India may have it delivered back to him or her or may have its address altered/corrected, if
a) The article has not been delivered to the addressee
b) It has not been confiscated or destroyed by authorities in the country of destination c) It has not been seized according to the law of the country
The sender should apply for the recall in writing to the Postmaster of the office of posting, furnishing the reasons for recall. The fee for the recall should be paid in the form of postage stamps affixed on the letter by the sender.
Fee for recall:
– Rs. 6/- per article for inland
– Rs. 30/- per article for foreign letter post items
– Rs. 30/- per article for foreign parcel items
The postmaster defaces the postage stamp affixed on the application and takes the following action
∙ If the article has not left the office, he takes possession of the articles, verifies whether it was posted by the person who desires recalled. If the application is served by the same delivery PO, the postmaster delivers it under acquittance after satisfying the identity of the applicant. If the PO is not the concerned delivery office, the postmaster forwards the article by service post to the delivery office which normally delivers letters to the application with superscription “Recalled letter for redelivery to sender’ along with the application, in a service cover
∙ If the article is already dispatched, the Postmaster addresses the office of delivery (in case of inland letters), asking not to deliver the article to the addressee. In case of foreign article, the Postmaster addresses the concerned office of exchange in India asking not to forward the article to destination. In both cases, the Postmaster furnishes full particulars of the article, for correct identification
∙ The address is altered/corrected, if the article is available in the office and if the application is for this purpose
∙ In case the recall is in respect of a registered article, Postmaster obtains the sender’s receipt in the receipt to be signed by addressee and obtains back the receipt granted ∙ The office of delivery or office of exchange returns the article to the office of posting for further action
