Standing Committee Meeting - National Council (JCM) was held on February 10, 2025 to discuss Terms of Reference for the 8th CPC. 

• Main Points Discussed: o Justification of Draft Terms of Reference.

 o Emphasis on minimum wage and pension restoration. 

o Inclusion of GDS and Election Commission employees in discussions.

o Addressing Railway and Defence employee issues, including risk allowances. 

o Request for a meeting before the 8th CPC constitution to resolve pending issues. 

• Next Steps: Circular to gather further views from constituent organizations. 

• The main issues discussed in the Standing Committee meeting included the justification of the Draft Terms of Reference for the 8th CPC, the need for determining a decent living wage, restoration of the non-contributory old pension scheme, and addressing pending issues related to Railway and Defence employees, such as risk allowances. 

 • Additionally, there was a request for the inclusion of GDS and Election Commission employees in the discussions, as well as the restoration of commuted pension after 12 years. 

 • The meeting also emphasized the importance of resolving previously agreed issues before the 8th CPC's constitution.

 • Requests made regarding the Terms of Reference for the 8th CPC included the inclusion of GDS and Election Commission employees, consideration of the merger of non-viable pay scales, and upgrading the minimum entry level for MTS category employees. 

• The Staff Side also insisted on granting Children Education Allowance and Hostel Subsidy up to post-graduation level, as well as addressing issues related to Railway and Defence employees, such as risk allowances and tax exemptions.

 • Additionally, they requested a meeting of the Standing Committee and NC-JCM before the 8th CPC's constitution to discuss and resolve pending issues. >
