27. Posting of Government employees having children with hearing impairment or multiple disabilities and who have differently abled dependents

Due to the potential lack of adequate medical and educational resources for children with hearing impairment or multiple disabilities in all locations, job postings should consider the needs of the parents to care for their child.

The displacement of a government employee who is the primary caregiver for a disabled child can significantly disrupt the child's rehabilitation process. The new environment may hinder the child's progress.

To minimize disruption to the child's care, government servants who are caregivers for disabled children (including those with blindness, low vision, hearing impairment, locomotor disability, cerebral palsy, leprosy cured, mental retardation, mental illness, and multiple disabilities) may be exempted from routine transfers or rotational transfers, subject to administrative constraints.

Considering that the facilities for medical care and education of children with hearing impairment or multiple disability may not be available at all stations, requests from the parents of a child may as far as possible be considered sympathetically.

(i) Considering that the Government employee who has disabled child serve as the main care giver of such child, any displacement of such Government employee will have a bearing on the systemic rehabilitation of the disabled child since the new environment/ set up could prove to be a hindrance for the rehabilitation process of the child. Therefore, a Government servant who is also a care giver of disabled child may be exempted from the routine exercise of transfer/rotational transfer subject to the administrative constraints. The word disabled includes (i) blindness or low vision (ii) hearing impairment (iii) locomotor disability or Cerebral Palsy (iv) leprosy cured (v) mental retardation (vi) mental illness and (vii) multiple disabilities.
