11. Effect of Withholding of increment on punishment.
The following will be the effect of withholding increments.
(i) With cumulative effect:
(a) The entire period of punishment is never counted for any increment.
(b) The next increment shall be granted after a period of 12 months counted from the date of last increment plus the period of punishment.
(c) The date so arrived shall be the relevant date for future increments.
(ii) Without cumulative effect
(a) The employee does not get any increment during the course of the punishment period.
(b) After the punishment is over the increments so withheld shall be restored.
(c) He will also get further normal increments on original due dates. (FR 24)
Note: Where more than one penalties of withholding increments are imposed, one after the other, the first penalty order is given effect for the period specified in the order. Thereafter, the increments due to the employee will be allowed and then next penalty order will be implemented from the date of next increment due to him; and so on for third and subsequent penalties.
