CAT Contempt Petition (RTP Service Counting)
• The case is a Contempt Petition (C.P./377/2024) related to an original application (O.A./3466/2019) concerning the Counting of Past Service.
• Counsel for the respondents stated that they have filed a subsequent order dated 27.05.2025.
• Counsel for the applicant argued that the respondents' reply is unsatisfactory and does not fully implement the Order dated 20.09.2023 passed in the O.A..
• The applicant's counsel also submitted that the respondents must provide the record of service rendered by the applicant under RTP status.
• The applicant's counsel pointed out that the respondents' own counter reply, at para 3, mentions the dates during which the applicant was working under RTP.
• The Tribunal ruled that it is incumbent upon the respondents to trace and verify the relevant information from their own records to ensure proper compliance of the original order.
• Three weeks' time is granted to the respondents to thoroughly examine their records.
• Respondent No. 2(DG (Posts) in the Contempt Petition must remain present before the Court to assist in the final adjudication of the case.

• The Central Administrative Tribunal (CAT), Principal Bench, New Delhi, regarding the contempt petition C.P. No. 688 of 2025 (Satish Kumar vs. Ms. Vandita Kaul), in the RTP case issued the judgment/order on January 7, 2026:
• Counsel for the respondents submitted that an order for the implementation of the Tribunal’s directions has already been passed by respondent no. 3.
• This implementation order, dated January 5, 2026, has been annexed by the respondents to their compliance affidavit.
• Ms. G.V. Bala Saraswathi (successor of respondent no. 4) informed the Tribunal that following the approval from respondent no. 3, she is now required to carry out the further implementation of the Tribunal’s directions.
• The respondents requested and were granted two weeks of additional time to fully implement the directions of the Tribunal.
• Following the implementation period, the respondents have one week thereafter to file an affidavit indicating full compliance with the directions.
• The implementation remains subject to the final outcome of a proposed Special Leave Petition (SLP).
• The counsel for the petitioner was granted the liberty to verify if all respondents currently hold their relevant positions and may file an amended memo of parties if necessary.

• Consistency in Implementation: The order specifies that this implementation should follow the precedent set in three other specific cases:
1. OA No. 3466/2019 (Raksh Pal Singh)
2. OA No. 2569/2019 (Satish Kumar-III & Ors.)
3. OA No. 197/2020 (Naresh Kumar & Ors.)
• Purpose: The directive aims to avoid further "adverse orders" from the Tribunal.
• Urgency: The matter is classified as "MOST URGENT," signaling that the Delhi Circle must act immediately to execute these orders.
