The Department of Personnel and Training (DoPT) mandates that all statutory Recruitment Rules and Service Rules (RRs/SRs) must be rigorously reviewed once in every 5 years. The core purpose of this periodic exercise is to implement necessary modifications that bring the rules into perfect alignment with changed operational requirements, which specifically includes managing additions to or reductions in the sanctioned strength of both lower and higher-level posts.
The DoPT raised a matter of serious concern that many Ministries and Departments were failing to execute this review. Consequently, personnel selections and promotions are frequently being carried out under outdated, obsolete RRs that continue to reflect old positions. This critical failure leaves binding institutional policy decisions—such as Pay Commission recommendations, landmark Court directions, and Expert Committee insights—completely unreflected within the relevant rules. Accordingly, all establishments are impressed upon to immediately review any RRs/SRs that have not been amended in the last five years and report the administrative outcome.
