96. Does passing the PO & RMS Accounts Examination and serving as an Accountant with a special allowance count as a promotion to deny 3rd MACP?
No, it is a qualifying exam, and they continue in the common PA cadre hierarchy. They remain fully eligible for 3rd MACP on completion of 30 years of regular service or 10 years in BCR.

97. If a lower grade official is promoted to the PA cadre before completing 10 years of service, how is this handled under MACPS?
The promotion to PA cadre is offset against the 1st MACP. They become eligible for 2nd MACP upon rendering 10 years of continuous service in the PA grade or on completing 20 years of total regular service, whichever is earlier.

98. If an official became eligible for 3rd MACP on 01.09.2008 but declined a regular promotion to norm-based LSG in 2009 or 2010, can the 3rd MACP be withdrawn?

No, because the due date of the financial upgradation preceded the actual refusal of the regular promotion, the MACP cannot be withdrawn.

99. Is the penalty of censure or recovery of pecuniary loss a bar to receiving a MACPS upgrade on its due date?
No, the penalty of censure or recovery of pecuniary loss is not a bar for financial upgradation if the overall findings of the Screening Committee/DPC are in favor of the employee.

100. Why are Stenographer Grade II and Grade I promotions partially ignored while processing their MACPS cases?
Because Stenographer Grade II and Grade I have been merged into a single cadre carrying the identical Grade Pay of Rs. 4200. Under Para 5 of Annexure-I, one of these past promotions must be ignored.
