111. How should the Screening Committee proceed if an official's Annual Performance Assessment Report (APAR) for a specific crucial year is un-recorded or completely missing?
The Screening Committee must follow the "No Report Certificate" (NRC) procedure and take into account the APARs of the immediate preceding years to complete the 5-year assessment window.

112. Is a separate Review Screening Committee permissible if adverse remarks in an APAR are subsequently expunged by a competent authority?
Yes, if adverse remarks that rendered an employee "unfit" are expunged or upgraded by a competent authority, a Review Screening Committee must be held to reconsider the case retrospectively.

113. Can the Screening Committee assess an official using a lower benchmark if the promotion rules for their actual cadre prescribe a lower benchmark than the MACPS rule?
No, the benchmarks prescribed under the MACPS rules (such as 'Good' up to Rs. 6600 and 'Very Good' for Rs. 7600 and above) are absolute and cannot be lowered based on individual cadre recruitment rules.

114. What happens if the Screening Committee discovers that an employee was awarded a penalty that expired before the MACPS due date?
If the currency of the penalty has expired before the date of maturity of the MACPS upgrade, it cannot operate as a bar, and the financial upgradation must be granted from its original due date.

115. Can an employee submit an official representation directly to the Screening Committee for processing their MACPS case?
No, representations cannot be sent directly to the Screening Committee. They must be routed through the administrative channel to the Head of the Office/Department who places valid cases before the committee.
