What operational strategy did the Government adopt to address the high vacancy rates caused by low joining trends in the direct recruitment of Postal Assistants and Sorting Assistants, and how should Circles manage an excess of joined candidates?
To tackle the issue where only about 60% of the candidates recommended by the Staff Selection Commission (SSC) actually join their positions, the Government decided to fill the vacant posts using a "Mission Mode" approach. Under this strategy, the SSC was requested to recommend an additional number of candidates based on past joining trends and vacancy availability to maximize the filling of direct recruitment vacancies for the 2022 and 2023 vacancy years, alongside unfilled vacancies from previous years.
If the pre-appointment formalities result in a situation where the number of candidates who actually join exceeds the available vacant posts in a particular Circle, the Department mandates the creation of supernumerary posts. These supernumerary posts will remain active strictly until regular vacant positions become available to absorb the excess personnel.
