What are the findings of the Union Public Service Commission (UPSC) regarding the regular review of Recruitment Rules, and what instructions have been issued to prevent ad-hoc arrangements?
An analysis by the UPSC revealed that many Ministries and Departments are failing to review and amend their Recruitment Rules every five years as required, with some continuing to operate rules that were notified even twenty-five years ago. Furthermore, some departments have made ad-hoc appointments or hired consultants to fill regular vacancies without consulting the Commission. To rectify this, the Government has issued strict instructions mandating that no ad-hoc appointments should be made in the absence of Recruitment Rules. If overriding compulsions exist to fill a Group 'A' or Group 'B' post before rules are finalized, the department must formally refer the matter to the UPSC to determine a regular mode of recruitment as a one-time measure.
