Secretary of the National Council (Staff Side) JCM wrote to the Member Secretary of the 8th Central Pay Commission
• The current limit of 3,500 characters (approximately 500 words) is deemed insufficient for complex topics; the Council requests an extension to at least 1,000 words per theme.
• The Council requests a technical provision within the submission system that allows respondents to address specific sub-titles or sub-questions under each of the nine main themes systematically.
• A specific provision is requested to submit views on the grievances surrounding the National Pension System (NPS) and Unified Pension Scheme (UPS), focusing on the demand to restore the Old Pension Scheme (OPS) under CCS (Pension) Rules.
• The letter advocates for a dedicated section to address pensioner-specific concerns, such as parity in pension, restoration of commuted values, and other welfare measures.
• The Council proposes a separate section for women-specific issues, including safety, maternity benefits, menstrual leave, Child Care Leave (CCL), and workplace equity.
• Since different departments face unique operational and cadre challenges, the Council requests a dedicated provision for department-specific submissions.
• To allow sufficient time for consultations across national affiliates, the Council requested that the deadline for department-specific memoranda be extended to May 31, 2026.
• The current 2 MB attachment limit is considered too restrictive for detailed reports; the Council requests an increase to at least 10 MB.
• In addition to the online portal, the Council seeks permission for stakeholders to submit representations via e-mail and hard copy to reduce technical barriers.
• The Staff Side of the National Council expressed a desire to meet with the 8th CPC on a convenient date after April 13, 2026.
