All temporary posts that have been explicitly approved by the Department of Expenditure for a specific duration can only be continued beyond that timeline with the prior approval of the Department of Expenditure. However, for temporary posts that are deemed necessary for regular operational functions and have been continuously maintained for a period exceeding three years with the concurrence of the Internal Financial Division (IFD) and the Department of Expenditure, their continuation can be approved on a year-to-year basis by the concerned Administrative Ministry under the powers delegated to them, provided there is sufficient functional justification.
Under what conditions is a post formally classified as "deemed abolished," and what is the mandatory time frame that triggers this status?
A civil post under the Central Government is automatically classified as "deemed abolished" if it remains continuously vacant for a period exceeding a specific duration, which is generally fixed at two years for regular operational positions. This category also captures newly created posts that have not been filled within a period of one year from the date of their formal notification or clearance. Once a post falls into the "deemed abolished" category, it cannot be filled by the Appointing Authority under any circumstances without first undergoing a formal revival process.
