What is the purpose of this Office Memorandum, and which previous orders does it affect?
The purpose of this Office Memorandum is to issue a unified compendium of instructions governing the creation, revival, continuation, conversion, transfer, up-gradation, down-gradation, and abolition of civil posts under the Central Government. This compendium is issued in complete supersession of all previous instructions and orders on these subjects.
To which organizations and types of posts do these instructions apply?
These instructions apply broadly across the administrative framework of the Central Government, specifically covering:
• Central Government Ministries and Departments.
• Attached Offices.
• Subordinate Offices.
• Central Government posts established within Statutory Bodies.
What are the major structural exclusions where these post-management instructions do not apply?
The compendium explicitly excludes the following bodies and categories of posts from its purview:
• Central Public Sector Enterprises (CPSEs): These instructions are not applicable to CPSEs, which must instead follow the guidelines issued by the Department of Public Enterprises (DPE).
• Autonomous Bodies: Instructions regarding Autonomous Bodies are issued separately.
• Statutory Posts: These instructions do not apply to genuine statutory posts.
