13th PSSWB Meeting Minutes
·        The 13th meeting of the Postal Services Staff Welfare Board (PSSWB) was held on November 11, 2025, at New Delhi, under the chairmanship of the Hon'ble Minister of Communications.
·        The limit of the annual allocation of funds from PSSWB to the Postal Sports Board for organizing sports events was increased from 30% to 40% of the total granted fund to PSSWB in a financial year. Effective Date: April 1, 2025.
·        The Grant-in-aid to the Circle Welfare Boards for Department Employees has been increased from Rs. 100/- to Rs. 200/- per person per year. Effective Date: April 1, 2026.
·        The board approved a revision in various welfare schemes based on the High-Level Committee report. Effective Date for Revisions: April 1, 2026.
  • New Terms and Conditions for these revised schemes will be issued separately.
a. Financial Assistance (FA) in case of Death of Departmental Employees

c. Modification in Incentive/Scholarship Schemes
  • Top 5 Awards for Children of Departmental Employees (90% minimum aggregate in 10th/ 12th  Standard) : The amounts for all five positions were increased (e.g., 1st position increased from Rs. 6,000/- to Rs. 9,000/-).
  • Note: If the top 5 positions can't be awarded due to non-availability of children with 90% marks, applications can be invited for children up to 80% marks to facilitate awarding the top 5 positions.
  • Grant of Educational Assistance (Per Month rates increased):
  • IIT, AIIMS, and IIM: From Rs. 1,000/- to Rs. 1,500/-
  • Medical/Technical Education/PG Degree: From Rs. 800/- to Rs. 1,200/-.
  • Diploma: From Rs. 300/- to Rs. 450/-.
  • Non-Technical Degree (BA/B.Sc/B. Com/Fine Arts): From Rs. 250/- to Rs. 375/-.
  • Financial Assistance to SC/ST Departmental Employees (All categories increased):
  • IPO/IRM/AAO Exam: From Rs. 1,800/- to Rs. 2,700/-.
  • Higher Study (Degree/Diploma or P.G. Degree): From Rs. 3,000/- to Rs. 4,500/-
  • This financial assistance should also be granted to OBC employees along with the SC/ST employees.
  • Specially Abled Children of Departmental Employees (Scholarship and Transport increased):
  • Scholarship: From Rs. 500/- to Rs. 750/-.
  • Transport (A-Class city): From Rs. 300/- to Rs. 450/- per month.
  • The condition stipulating that 55% of the total amount allotted to a circle in a year will be earmarked for scholarships and other educational assistance schemes will be revised to 60%.
d. Grant-In-Aid to Resident Welfare Associations
The Grant-in-aid was increased from Rs. 30/- per residential quarter per annum to Rs. 45/- per residential quarter per annum.
e. Revision in the Excursion Trip Welfare Scheme
  • Radius/Repetition: The provision was revised from 700 KMs One time in a Year to 1000 KMs Once a Year OR 200 Kms Twice in a Year.
  • Subsidy on Travel Cost (Upto Basic pay Rs. 65,200/-): Increased from 60% to 75%.
f. Enhancing Policy and Structural Reforms in Holiday Homes
  • Rent Rates (Per Day) Increased:
  • Basic Pay (B.P) up to Rs. 35,400/- (7th CPC): From Rs. 40/- to Rs. 60/-.
  • B.P. Exceeding Rs. 35,400/- (7th CPC): From Rs. 100/- to Rs. 150/-.
  • Upkeeping and Management Cost Bifurcation Increased:
  • Total cost of furniture/equipment for common room: Increased from Rs. 70,000/- to Rs. 1,00,000/-.
  • Total cost of furniture/utensils/crockery for each suit: Increased from Rs. 50,000/- to Rs. 75,000/-.
 
Utilisation of 5% of Central Welfare Fund
  • The 5% of the annual Grant-in-aid previously retained for special cases will now be used for extraordinary cases of illness (not regular medical reimbursement) of Departmental Employees (DE) and Gramin Dak Sevaks (GDS).
  • Hiring of Professional Services (e.g., Chartered Accountant) may be done as per needs, with full powers delegated to the Member (in-charge).
  • Balance funds in Savings Bank accounts (except those needed for allocations and routine expenditure) shall be invested in Fixed Deposits, and the accrued interest can be utilized for welfare measures.
  • For the promotion of sports beyond All India Postal Tournaments, there should be a focus on specific sports with high-performing players at the National/International Level.
  • A quarterly report identifying outstanding players is to be prepared.
  • A road map must be prepared to improve their performance, including the identification of additional fund sources for sponsorship/training.
