Second Cadre Review for IP&TAFS Gr. 'A'

This Order from the Department of Telecommunications, dated November 24, 2025, sanctions the implementation of the Cabinet Decision regarding the Second Cadre Review of the Indian Posts & Telecommunications Accounts and Finance Service Group 'A' (IP&TAFS Gr. 'A').

1. Changes in Sanctioned Strength (Creation/Reduction of Posts)

The President sanctioned the following changes in the sanctioned strength of IP&TAFS Gr. 'A' posts:

  • Higher Administrative Grade (HAG) (Level-15): Sanctioned Strength increased from 8 to 15 (7 additional posts).
  • Senior Administrative Grade (SAG) (Level-14): Sanctioned Strength decreased from 55 to 54.
  • Senior Time Scale (STS) (Level-11): Sanctioned Strength decreased from 86 to 66.
    • Note: A mid-term review may be carried out by DoPT to restore the STS strength if required, as and when 80% of the 66 posts are filled.
  • Total Cadre Strength: The overall Total Cadre Strength is decreased from 376 to 353.

2. Reporting Structure and Designation

  • The apex-level officer of IP&TAFS Group 'A' service will report directly to the Secretary, Department of Telecommunications (DoT).
  • DDG (E&T) will report directly to Secretary (Telecom).
    • File Routing: DDG (E&T) shall route any files pertaining to cadre-related issues of IP&TAFS Group 'A' service through the CGCA.

3. Creation and Role of Financial Advisor (Telecom)

  • A HAG post is designated as Financial Advisor (Telecom).
  • The FA (Telecom) will act as the Financial Advisor to the Secretary (Telecom) on financial and other matters as per the FA Charter.
  • The officer shall report directly to both the Secretary (Telecom) and the Secretary (Expenditure).
  • In the event of a divergence of instructions between the Secretary (Expenditure) and the Secretary (Telecom), the officer shall act in accordance with the instructions of the Secretary (Expenditure).
  • DDG (Finance and FIPP) and DDG (Budget) will report to FA (Telecom). All other DDGs/Sr.DDGs providing Financial advice shall route the files requiring the approval of the Secretary (T) through FA (Telecom).
  • Sh. Awadhesh Kumar, Additional CGCA, will act as FA (Telecom) till further orders. He will look-after only FA (Telecom) functions and perform no executive functions while acting as the FA (Telecom).
