Standard Operating Procedure (SOP) for the New Franchisee Scheme 2.0, issued on 11.12.2025)
A revamped initiative by the Department of Posts to expand its market share in the Courier, Express, and Parcel (CEP) sector using the APT 2.0 technological platform.
To capture the growing demand in e-commerce and document business.
Leveraging the Advance Postal Technology (APT 2.0) for seamless and efficient operations.
Providing a uniform process for onboarding, operations, and monitoring performance.
Individuals, institutions, organizations, and entities like small shop owners, kiosks, and insurance agents are eligible.
Applicants must be at least 18 years old and have passed the 10th standard (Matriculation).
Applications are submitted online via the Department's portal. Selection is based on a point-based system (Age, Education, Location, and Business Plan).
A minimum security deposit is required (refundable upon termination) to ensure financial commitment.
Franchisees are authorized to book Registered Posts, Speed Posts, and Parcels. They are not authorized to handle Savings Bank or PLI services under this specific scheme.
Postage and charges are collected as per Department rates. Franchisees must use the Self-Service Portal and maintain a pre-funded wallet for transactions.
Consignments must be handed over to a designated "Link Office" for further processing and dispatch.
Franchisee: Responsible for booking, data upload to the DoP server, maintaining records, and managing customer complaints.
Link Office: Responsible for receiving picked-up consignments, verifying data, and ensuring the final dispatch into the postal network.
Divisional Head: Overlooks the selection, issuing the license (valid for 3 years), and monitoring overall performance.
Franchisees use a dedicated module/portal for booking and tracking.
Mandatory use of a Laminated Photo Identity Card provided by the Department during business hours.
Requirement to upload pick-up data directly to the Department's server for real-time tracking.
The scheme operates on a commission basis for every booking made.
Specific percentages are defined for different services (Speed Post vs. Registered Post), providing a revenue-sharing model that incentivizes high-volume booking.
Regular checks by Sub-Division or Divisional heads to ensure adherence to SOP.
The license can be cancelled for violations such as overcharging, poor service quality, or failure to upload data.
