Tamil Nadu Assured Pension Scheme (TAPS)
The Tamil Nadu Government has introduced the Tamil Nadu Assured Pension Scheme (TAPS) through G.O.Ms.No.07 dated January 9, 2026, to address long-standing demands from employees under the Contributory Pension Scheme (CPS). It acts as a hybrid model, blending the security of the Old Pension Scheme (OPS) with the contributory nature of the Unified Pension Scheme (UPS).
Gist of the Tamil Nadu Assured Pension Scheme (TAPS)
The TAPS provides a "defined benefit" through a "defined contribution" framework:
• Retirees receive 50% of their last drawn basic pay as a monthly pension.
• Employees continue to contribute 10% of their basic pay.
• The state government bears the full additional cost beyond the employee's contribution to ensure the 50% payout.
• Pensioners receive DA hikes twice a year, matching the revisions given to serving employees to account for inflation.
• In the event of a pensioner's death, nominated beneficiaries receive 60% of the last pension amount.
• A retirement or death gratuity of up to ₹25 lakh is provided, depending on the years of service.
• An assured minimum payout is provided even to those who retire without completing the full qualifying service period.
Comparison: TN TAPS vs. Central Govt UPS
While both schemes aim to provide an "assured" 50% pension, TAPS offers certain advantages over the Central Government's UPS:

Minimum Pension Amount Prescribed minimum as per state rules. Fixed at ₹10,000 per month (for 10+ years service).
Impact and Next Steps
TAPS is designed to migrate approximately 6.24 lakh employees currently under CPS into a more secure framework, though they may have the option to choose their preferred scheme.
Based on the government gazette and policy notifications provided, here is the gist of how the Tamil Nadu Assured Pension Scheme (TAPS) affects employees who retired under the Contributory Pension Scheme (CPS) prior to the new announcement:
Summary for Past CPS Retirees
For the approximately 46,000 employees who already retired under the CPS framework before the implementation of TAPS, the government has introduced specific relief measures
• Those who joined under CPS but retired during the intervening period before TAPS was implemented will be granted a "special compassionate pension".
• This compassionate pension will be calculated proportionately based on the length of service rendered by the employee.
• Currently, the state provides an ex-gratia pension of ₹645, which, when combined with Dearness Allowance (DA), totals approximately ₹1,100 per month. The specific new amounts under the compassionate pension for these retirees are yet to be fully detailed in upcoming rules.
• To date, the state has already settled roughly ₹4,381 crore for the 45,625 employees who retired under the CPS system.
