Who is the competent authority to approve Recruitment Rules and their amendments?
All Recruitment Rules and their subsequent amendments must be approved at the level of the Minister-in-charge. However, this requirement does not apply if the Minister has delegated such approval powers to a lower level through a general or special order.

Which authority is competent to frame, amend, or relax the Recruitment Rules for Group 'C' posts?
Administrative Ministries and Departments are fully empowered to frame or amend Recruitment Rules for Group 'C' posts by following the guidelines and Model Recruitment Rules issued by the DoPT. They are also competent to relax these rules. However, prior concurrence from the DoPT is mandatory if there is a deviation from guidelines or if the relaxation concerns the upper age limit or qualifications for direct recruitment.
